43029-01 - Lecture: International Political Economy of Energy and Climate Policy 3 CP

Content - This course will be offered virtually (real time). The Zoom link will be available on ADAM from Oct 26, 2022.

Based on studies in International Political Economy, this course first identifies and provides an overview of relevant policy issues, actors, and institutions in the context of global governance of energy and climate policy issues. In particular, the course aims to gather a better understanding of political and economic dilemmas associated with domestic and international cooperation on energy and climate policy. Along the course, we also learn what constitutes ``good" or ``legitimate" transnational and international governance in terms of participation, rule-making, monitoring, and enforcement. The course should be of interest, particularly - but not limited - to students interested in international energy and climate policy-making and academic research involving international cooperation. Active class participation is essential for completing the course successfully. It is not a strict requirement, but I assume students have a basic understanding of econometrics (regressions) and game theory.

Learning objectives The goal of this course is to provide an overview of issues associated with collective policy-making in climate and energy policy domains from political-economic perspectives. Through various examples mentioned in the course, you will also see how typical analytical methods in Economics (game theory and econometrics) can help you understand the world more systematically.
Bibliography Reading materials ("required" or "recommended") are mostly from published scholarly articles, book chapters, reports by international organizations, and higher-quality blog posts. You can access all the materials on ADAM.
Comments The course is 4h weekly, but only in the second half of the term.

Admission requirements No special requirements. However, basic knowledge of microeconomics and game theory will be useful.
Course application Registration: Please enroll in your Online Services. EUCOR-Students and students of other Swiss Universities have to enroll at the students administration office (studseksupport1@unibas.ch) before the course starts. Enrollment = Registration for the exam!

Assessment format record of achievement
Assessment details (1) Active participation and a self-assessment report on participation.
(2) One small group-work submission in Session 2. (Easy, informal.)
(2) Quizzes (3 or 4 comprehension tests) during the semester.
(3) Final assignment involving data. (You are allowed to use R, Python, Stata, or Excel.)


There will be no final examination for this course. Your final grade will be determined by a combination of the assignments mentioned above of various format during the semester.
