| Inhalt | Conventionally, weak states are characterised by their deficits: dysfunctional or inexistent public services, uneven control and authority over their territory, economic decline, and high levels of corruption and insecurity. The core of their "weakness" is seen to be the decline and erosion of formal public authority. The key question of the seminar is what non-state actors shape existing and emerging social norms in lieu or in conjunction with state actors? The breadth of such non-state actors is enormous, from multinational corporations (such as oil companies), international financial institutions (such as the World Bank), bilateral development agencies (such as USAID) to local traditional leaders, and not excluding illicit actors such as warlords or militias. The seminar will focus on the influence of non-state actors in African countries. The objective will be to critically revise the concept of "weak" states by exploring processes of governing and politics in selected case-studies. |
