Inhalt This course addresses topics from current research in environmental economics. The focus is on designing environmental policy under informational constraints, such as, asymmetric information or uncertainty. We will discuss first-best vs. second-best policies, environmental regulation of firms with market power, monitoring and compliance problems, price- vs. quantity-based regulation under uncertainty, hybrid instruments, innovation and policy-induced technological change (from a microeconomic perspective), local pollutants and hot spots, and evaluating irreversible projects. In terms of applications, we will discuss climate and energy policy and use some example from air and water protection.

The course is complemented by an online course (MOOC), where we discuss environmental and energy economic modeling and where students will build and analyze their own model. Students are requested to enroll in both courses.
Lernziele The course will provide
-) an overview over central topics in environmental economics and environmental policy;
-) training in how to set up, analyze and interpret environmental economic models;
-) the necessary concepts and tools to read and understand current research papers in environmental economic;
-) competences for assessing current environmental policy and appreciating the problems raised by complications, such as missing cost/benefit information or strategic firm behavior.

Literatur The course is based mostly on research papers. A reading list will be distributed at the start of the term. Students are required to read about one paper per week.

In addition, we will use small parts of the text A. Xepapadeas (1997), "Advanced Principles in Environmental Policy", Edward Elgar. (The book is available in the library; due to its price, I do not recommend to buy it.)

Teilnahmebedingungen The course is coupled to the online course "MOOC: Modeling in Environmental and Energy Economics" and students are requested to do both courses during the same term.

Hinweise zur Leistungsüberprüfung Performance will be assessed with a written exam and an essay written on a research paper from the literature. PhD students select one paper (together with the instructor) from the current literature and provide a written in-depth assessment of this paper till the end of the term.
