Inhalt The EU enlargement has been considered as one of the EU's most powerful policy tools which has helped to transform Central and Eastern European Countries from communist regimes to modern, well-functioning market economies and functional democracies. Such “transformative power” has not been replicated in the case of Western Balkan countries. Since the famous declaration in Thessaloniki Summit in 2003 stating that “the future of the Balkans is within the EU”, fulfilling accession criteria has been a prominent topic in the Western Balkan, a region characterised by inter-ethnic conflicts, high level of corruption, lack of rule of law and high level of informalities. Two decades later, Western Balkan countries, save Croatia, are not part of the EU.

This seminar focuses on the EU Enlargement Policy with a particular interest toward Western Balkan countries. After providing a brief history on the enlargement process, the seminar will explore how enlargement policy has evolved and analyse whether and to what extent the EU conditionality has been effective in the case of the WBc. Moreover, the seminar will discuss the current challenges that the WBc are facing to meet the accession criteria.
Lernziele At the end of this course the student will be able:
1. to understand the EU enlargement process and how the EU conditionality works;
2. to understand the role of EU member states in the enlargement process (either to block the process or to accelerate it);
3. to discuss factors that have mitigated enlargement process in the case of the Western Balkan countries;
4. to understand current challenges that Western Balkan countries are facing to meet the accession criteria;
5. to understand how the negotiation process works with “old” and “new” enlargement methodology;
6. to discuss future challenges of the enlargement process
