Public finance, public economics or public sector economics are interchangeable terms to describe the subfield of economics that analyzes the role of government in a market economy. Government intervention is generally justified by market failure due to five broadly defined reasons: Externalities, nonexclusive public goods, decreasing cost production, asymmetric information and distributional concerns. The course focuses on normative public economic theory, relying on select applications to provide intuition.
In the first part we develop the main results from expenditure theory using a general equilibrium model, similar to the one presented in the BA-course, but with more mathematical rigor. The second part focuses on optimal taxation and the interaction between distorting taxes and corrective measures such as Pigovian taxes. The third part covers issues related to fiscal federalism, such as local provision of public goods with inter-jurisdictional spillovers, and tax competition.
There is one regular lesson per week. In addition, there will be four assistant-taught discussion sections throughout the semester.
Lernziele Course objective:
The aim of the course is to provide an understanding of the strengths and limits of competitive markets, the possibilities of government policy to correct for the most important market failures, and the main advantages and problems related to a fiscal government structure. Students become acquainted with a series of modeling approaches suited for different contexts, which will be especially useful for those considering a career in research.
