Inhalt | Public finance, public economics or public sector economics are interchangeable terms to describe the subfield of economics that analyzes the role of government in a market economy. Government intervention is generally justified by market failure due to four broadly defined reasons: Externalities and public goods, decreasing cost production, asymmetric information and distributional concerns. Due to the limited time available, we will focus on select applications to provide intuition about a subset of topics within the field of public economics. In the first part of the course (weeks 1-3), we develop the main results from expenditure theory using a general equilibrium model, with a special focus on externalities. The second part of the course (weeks 4-6) focuses on optimal taxation and redistribution. For more details, please consult the syllabus, which is available on ADAM and on the WWZ's website. |
Lernziele | The aim of the course is to provide an understanding of the role of government policy in a market economy, and of the main challenges that arise in the context of the regulation of externalities and generating government revenue. Students become acquainted with a series of modeling approaches suited for different contexts, based on textbooks and selected papers published in the public economics literature. |

Bemerkungen | This course is taught in a block and takes place during the first half of each spring semester. The course takes place twice per week, for the first six weeks of the semester. In the second half of the semester, the same time slots are used for the course Advanced Public Economics: Fiscal Federalism, taught by Prof. Schmidheiny. The visit of both courses is encouraged, but students are free to only cover one of them. Each course has its own exam (in the last lecture) and delivers 3 credit points. |
Teilnahmevoraussetzungen | Completion of a BA-level course in public economics, either at the University of Basel or elsewhere is encouraged, but not required. |
Anmeldung zur Lehrveranstaltung | Please enrol in MOnA. EUCOR-Students and Exchange-Students have to enrol at the students administration office (studsek@unibas.ch) within the official enrolment period. Enrolment = Registration for the exam! |
