62256-01 - Seminar: Authoritarianism in Post-Communist Europe (3 KP)

| Inhalt | Countries from post-communist Europe have regularly made the headlines in recent years: Russian opposition politician poisoned! Hungarian parliament approves a law that bans homosexual propaganda! Polish judges prohibited to refer questions to the European Court of Justice! It seems then that authoritarianism is on the rise in former communist Europe. This seminar will take us through all relevant aspects of authoritarianism. It will start with a conceptual background, where we will examine what authoritarianism really is, how it is built, and what the different regime types are. We will then move to look at tactics of repression, but also margins for opposition politics. From there we will zoom into the digital realm and investigate together how authoritarian regimes use the digital space for their goals, but equally how these spaces can be an opportunity for political activism. We will use this as a springboard to tackle three additional aspects in the last third of the seminar. First, what are the relationships between “the West” and authoritarianism in post-communist Europe? How is it that countries which joined the EU started backsliding afterwards and what role does anti-Westernism play in authoritarian discursive strategies? Second, how come authoritarian regimes specifically target gender studies and feminist activists? What is the relationship between masculinist fantasies, authoritarian leaders, and by extension, the far-right beyond post-communist Europe? This will be the link for the final aspect: should we be focusing on post-communist Europe or should we go beyond? Is the rise of authoritarianism connected to historical legacies and path dependencies or are there far too many similarities with authoritarian tendencies, elsewhere in the world? Throughout the seminar we will focus on Russia, Belarus, Poland, Hungary and the Western Balkans, especially Serbia. |
| Lernziele | By the end of the seminar: - Students will be able to classify and assess different types of authoritarianism in post-communist Europe. - They will understand how it operates in terms of repressive and controlling mechanisms, including in the digital sphere and with particular attention to gender. - Students will have the tools to critically think about the categories of the West and post-communist Europe and the relationship between the two. - They will have the ability to discuss and discern authoritarianism beyond the post-communist European space. |

Please take not that you will have to decide at the end of this session whether you will continue with the seminar for the rest of the term. Since we have only limited places due to Corona restrictions, we want to make sure that places in the seminar are not blocked by people who will not take part in the long run. |

| Hinweise zur Prüfung | The course expects a very high level of active participation. It will make use of the Oxford tutorial format to foster public speaking and the ability to argue in a respectful and engaged manner with each other. Every week two students will write a 1’500-2’000 essay on the topic at hand (depending on the size of the seminar students may have to write two instead of just one essay). They will hand it in beforehand and read each other’s paper. In the seminar, they will first summarize their peer’s argument and then highlight what they liked and where they disagree. Each week we will have a rotating discussant to facilitate the conversation between them (not everyone will get to be a discussant so this role will be allocated on a first come first serve basis). After the panel discussion we will always open the floor in the second part of the seminar for conversation on the papers and beyond with the entire group. Everyone is expected to have done the mandatory readings and to have read both essays to be able to participate in the discussion. You will therefore be assessed based on the quality of your essay, your presentation and arguing skills as well as in your capacity as a discussant (if applicable) and an active member of the audience who regularly asks questions that bring the conversation forward. |
