| Inhalt | ***This course is overbooked, please do not register anymore*** This course offers an introduction to the political, legal, and ethical dimensions of humanitarian intervention, peacebuilding, and dealing with the past (DwP) in ongoing armed conflicts and post-conflict transitions. It probes key decisions and dilemmas facing countries experiencing large-scale hostilities or transitioning from war to peace. The first part of the course explores the development of peace interventions over time and space. Students will learn about (1) how peacekeeping is distinct from peacemaking and peacebuilding, and (2) key doctrines, such as the protection of civilians and the Responsibility to Protect. The second part shifts to the delicate post-conflict stage through an in-depth examination of the four pillars of DwP: the right to justice, the right to know, the right to reparation, and guarantees of non-recurrence. Students will be exposed to the main instruments in the DwP “toolkit”, namely trials, truth commissions, reparations, and institutional reforms, and learn about how they fit within the larger peacebuilding framework. The third and last part of the course surveys cross-cutting themes, such as gender, the role of civil society, civilian identity and agency, and the “local turns” in peacebuilding and DwP research and practice. Throughout the course, students will be encouraged to think critically about both the prospects and limitations of “international intervention” – whether as an aspiration, or as a set of concrete practices – in these two distinct but overlapping fields. To animate these concepts, theories, and practices, the course will draw on case studies from Latin America, Southeast Asia, and Sub-Saharan Africa. |
| Lernziele | The principal learning objective of this seminar is to provide students with a solid understanding of humanitarian intervention, peacebuilding, and dealing with the past in war-affected settings. These three domains of conflict and post-conflict response are inherently intertwined and interdisciplinary fields of research and practice. Students will be challenged to connect the dots across disciplinary boundaries through a critical analysis of the prospects and limitations of peacebuilding and dealing with the past interventions in such contexts. Students will learn about the conceptual and historical underpinnings of peacebuilding and dealing with the past – as distinct but closely related fields of practice and scholarly inquiry – and obtain rich insights from practical case studies. As a result of the course, students will sharpen their academic writing skills, oral presentation and communication skills, capacity for critical analysis and research, and grasp of relevant scholarly literatures. |
