23621-01 - Seminar: Sustainable development of peripheral regions - the new regional policy of Switzerland under scrutiny (3 CP)

Inhalt The future of peripheral regions (rural or mountain) is a core issue in current efforts of regional development. Like these regions in general, the Swiss peripheries face some severe problems: in certain areas the population is declining, young people move to urban regions; the structural change in their economy proceeds slowly, the economy still have a poor added value and is safeguarded by high subsidies, etc.
These challenges have already been the basis for early efforts in the 1960s and 70s in Swiss regional development policy. However, that policy has changed now. After decades of promoting small-scaled top-down reallocations for the benefit of single initiatives especially in these regions, the New Regional Policy (NRP) has its emphasis on bottom-up approaches on a larger-scaled regional pattern. It focuses on strengthening competitiveness, innovation and added value of single regions while considering the principles of sustainability as baseline for effective regional development.
The seminar will discuss different theoretical approaches and concepts of sustainable regional development (Theory of provision with basic services; Smart-Shrinking etc.). The students will critically analyse how the NRP (and the Swiss cantons) handle the problems in question in respect to sustainability. Moreover, we will also take the according strategies of other countries like Austria, France or Italy under consideration and compare it with the current Swiss policy.
Lernziele The students
- know theoretical approaches concerning the development of peripheral regions
- are able to critically evaluate the NRP (New Regional Policy) in the context of sustainable development of peripheral regions
- are able to compare the Swiss strategy with the neighbouring states

Teilnahmevoraussetzungen Nicht-MSD-Studierende sind erst ab fortgeschrittenem Studium zugelassen (ab 5. Semester). Zusätzliche Anmeldung über ein spezielles Online-Formular erforderlich (Details siehe unter Anmeldung). Teilnehmer/innen-Anzahl begrenzt, MSD-Studierende haben Vorrang. Anmeldungen über ISIS, OLAT, per Email oder in einer anderen Form werden NICHT berücksichtigt.
