| Content | This seminar will explore the changes and continuities of the European border regime at its southern frontiers following the increasing arrivals of asylum seekers in Greece via the Aegean Sea. In November 2015, the EU announced its new Agenda on Migration that has introduced a number of new measures such as new Hotspot approach to assist member states with increasing migration pressures. Furthermore, the EU entered a refugee cooperation with Turkey in EU 2016 as well as migration compacts with other countries. The financial budget allocated for migration management and border security is rapidly increasing, introducing new technologies, regulations and practices. The externalization of EU border control is affecting the political and economic relationship in the MENA region and Africa. At the same time, migration to Europe continues to put strong political pressures on member states and the EU from growing populist movements. Within the context of these developments, the seminar will explore the main tenets of European migration policy in the Mediterranean borderscape and introduce concepts such as securitization, externalization and border regime. How is the new European agenda of migration different from earlier policies, and what are its effects for sovereignty, human mobility, development and human rights? Students will engage both with official documents, policy reports and recent scholarship on European migration policy and select case studies that they will prepare and present in the seminar. |
| Learning objectives | Student will -familiarize themselves with concepts such as securitization, borderscape, externalization, - engage with recent policy reports, analysis and scholarship on migration policy in the EU - receive an in-depth introduction on the European border regime regarding its policies, practices, discourses - receive an overview about European migration management in the Mediterranean Region |
