Content | Content: Labour market policy comprises the set of all policies with which the government intervenes in the labour market. In this course, we discuss challenges that labour market policy faces today. As the most acute challenge right know is the Coronavirus and its economic consequences, we will focus on the consequences of the Coronavirus epidemic for European labour markets, in particular the Swiss and German labour market. We will discuss the nature and theoretical effects of the policy measures that governments are implementing or discussing right now. Moreover, we will discuss existing empirical evidence for the effects of similar measures that governments have taken under different circumstances in the past. Structure: The course will take place in an interactive self-study format. I will post tasks on ADAM with a deadline for completing the task. I will post the first task on 6 April 2020. After completion of each task, I will summarize all inputs from students and supplement them with my own input. I will then post this on ADAM with a new task etc. Students have the possibility to ask questions or make comments in a Forum on ADAM. |
Learning objectives | Learning objectives: The objective of the course is twofold. On the one hand, it aims to enable students to make informed decisions about policy proposals that affect the labour market, for example when they have to vote on specific proposals. On the other hand, the course aims to enable students to prepare policy briefs that serve as input for the decision making process of policy makers. |

Admission requirements | Prerequisites: Students should be familiar with basic economic models and standard economic reasoning. Prior knowledge of labour economics is helpful but not required. Understanding the challenges involved in quantifying effects of policies and being able to judge the quality of empirical studies is helpful, too. Having attended the course “Empirical Research Methods in Labour Economics” (HS2018/HS2019) is very useful in this respect. |
