Content Understanding how environmental and agricultural policies are evaluated is critical to fully comprehend what evidence-based policymaking means. Focusing on modeling as a method for an ex-ante policy assessment, the course will combine lectures on theory with practical examples. Students will get acquainted with the programming language GAMS and learn how to perform simulations, analyze various scenarios, and evaluate the impacts of different policy options.
Learning objectives Know the different phases of policy evaluation; Know the benefits and limitations of models in policy evaluation; Compare different model types; Have basic knowledge of GAMS
