Content The threat of “Day Zero” was at the centre of a campaign by the City of Cape Town in 2017/18: The city claimed that if Cape Town’s inhabitants would not drastically reduce their water consumption, the African metropole would run dry and all taps would have to be turned off. The dystopian “Day Zero” scenario did not materialize. Yet, the threat of “Day Zero” was a reminder of Cape Town’s vulnerability as a city located in an arid environment, and the moment of anxiety and uncertainty left deep marks on the collective imagination and raised many questions about resource management: Where does water come from? Who owns water? Who has access to water infrastructure? How does resource availability correlate with and enforce social inequalities? Etc
This course looks at the management of water resources in arid areas across Southern Africa. We will look at histories of water, while paying special attention to changing assumptions about the availability and accessibility of water and the political economy of water in the precolonial, colonial and postcolonial eras. Here, we will especially address the question of how growing technological intervention changed the patterns of water management.
